Summary

Manage and support SCADA data networks for 24x7 District operations. Manage and troubleshoot problems with LAN/WAN communication equipment including administration of various routing protocols in the network. Assist with the design and implementation of network hardware and software to assure reliability and 100% uptime for critical operations. Responsible for daily maintenance and monitoring of firewalls, routers, switches, serial & IP-based radio links and third party network circuits. Diagnose system and network issues identified by District end users to resolve problems quickly. Work with application vendors to provide a reliable SCADA infrastructure for applications to run in a 24x7 real-time environment.

Under limited supervision, assists in the maintenance and administration of ERW&SD’s technology systems. The Systems Support Technician II conducts routine support and maintenance of the District’s IS systems while supporting all end users and is part of the team responsible for front line technical support problems and issues. Must be comfortable spotting recurring issues and devising a solution to prevent them within the guidelines set by the IS Division.  Must be able to collect and validate data, develop and justify solutions, negotiate with end users, implement solutions and support District systems and protocols.

Essential Duties and Responsibilities

  • Shares responsibility for all technical support and guidance for the District (over 90 users at 6 locations)
  • Resolve issues in the Administration of the Operations Network Support network industrial process controls networks and network security
  • Support protection strategies for extranet security, such as contractor access, strategic vendor access, and contract reviews
  • Perform routine support and troubleshooting to Operations network communication system
  • Maintain and/or coordinate maintenance of applications that support or are supported by the SCADA system
  • Analyzes and resolves problems associated with server hardware/software and applications software and ensures scalability and appropriate integration with other systems
  • Uses advanced troubleshooting skills to solve technical problems as they relate to our existing hardware and software systems and develop an understanding of the root of the problem to devise a permanent solution
  • Configures and installs new computer hardware and software
  • Develops troubleshooting and installation procedures for computer hardware and software
  • Support, install, configure, troubleshoot, and maintain District systems; With primary responsibilities related to:
    • Microsoft Windows 2003 server and Windows XP in a client/server environment
    • Network and application monitoring systems
    • Backup and recovery of server environments
    • Microsoft Exchange 2003 and Microsoft SQL 2005
  • Collects data and performs analysis as needed
  • Keeps current with new technologies
  • Maintains a positive customer service outlook/attitude and works cooperatively with IS Staff and District employees, vendors, and contractors
  • Maintains good public relations
  • Performs other duties as assigned.
  • Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties

Summary

This position is responsible for the execution of District capital improvement program (CIP) projects.  The Project Engineer/Construction Manager will be involved in the following stages of CIP implementation including:

The Project Engineer (PE)/Construction Manager (CM) will oversee multiple projects associated with the maintenance and upgrade of the District’s Water & Wastewater facilities and overall infrastructure. Typical projects include new development or expansions of Water and Wastewater Treatment facilities, elevated water storage tank projects for rehabilitation and new construction, new well construction and existing well redevelopment, water and sewer transmission line replacement/reconstruction, and upgrade and retrofit of pump stations.

During planning stages of a project, the Project Engineer/Construction Manager will consult with the appropriate District personnel. Typically, this will consist of Water, Wastewater, and D&C Managers and or Supervisors (project team) for their direction on project implementation schedule, budget, plan review, constructability, permitting, project utility, conformance with District specifications, and integration with existing District facilities.

During the design phase of the project, contingent on the delivery method and scope of services with the Design Engineer (DE) , the Project Engineer/Construction Manager may fill a management, coordination and review role in the design.  The PE/CM, depending on experience, will be attending design review meetings, coordinating District activities with the DE and other agencies, performing constructability and design reviews on the contract documents.    

Once the design of a project is complete, the Project Engineer/Construction Manager will become the project team leader, taking oversight of bidding, contracting, contract administration, coordination of project timelines, schedules, and budgets with the contractor, consultants and engineers, reviewing and recommending payment of contractor pay applications, coordination with plant supervisors, property owners and regulatory agencies, quality control and field verification inspections and project close out duties.  Job duties will also include coordination of District interests with town, county, and state agencies, contractors, architects, engineers and other service providers.  The Project Engineer/Construction Manager will be responsible for documentation of all construction management aspects of assigned CIP projects. The Project Engineer/Construction Manager will be responsible for coordinating work during the subsequent warranty period.

Essential Duties and Responsibilities include the following.  The Project Engineer/ Construction Manager may be responsible for prioritizing and managing multiple projects.

q  Monitor the construction contractor’s performance relative to safety, quality, schedule, and contract compliance

q  Interpret documentation related to hydraulics and pumps, power circuits (480 VAC and below), P&ID, controls, electrical schematics, mechanical schematics, engineering standards, environmental regulations

q  Comprehension of designs for short and long term benefit to District operations

q  Work with District operational team members to understand and make key decisions regarding scope, schedule, design choices, resources, change orders and costs.

q  Ability to work with cross-functional teams under tight timelines in a professional manner, develops relationships, and demonstrates leadership on a daily basis.

q  Review all approved change order requests prior to negotiation and provide technical support to the change management team.

q  Attends regularly scheduled project meetings and presents status reports.

q  Conduct weekly or bi-weekly assessments of contractors’ performance to keep projects on task and for clarifying project expectations and deliverables

q  Attend project identification, budget, scoping and planning meetings for assigned CIP projects and provide construction management input to project team

q  Provide detailed plan review during design phase and constructability recommendations to the design engineers

q  Create a project implementation schedule that includes planning, permitting, bidding and construction phases, and keep it up-to-date and available to all team members throughout the project

q  Monitor construction schedule with all involved parties to keep projects on track and to address problems that may cause delays.

q  Coordinate permitting information collection, submittals and communication of approvals

q  Once the project design phase is complete, manage all aspects of the implementation of the project, including:  bidding, award, contract administration, construction scheduling, requests for information (RFI), field changes, communication with and coordination between engineers and contractors, pay application negotiations and recommendations, field observation and documentation, negotiation of change orders, coordination with District operations, coordination with interested property owners, regulatory agencies, other utilities, secure accurate project as-builts and ensures they are added to the District electronic document management system (EDMS)

q  Coordinate contractor and plant operations during shutdowns, construction tie-ins, start-up, testing and commissioning.

q  Review and administer contractor’s start-up, testing and commissioning plans.

q  Follow through with permit requirements until project is complete.

q  Monitor the project budget and reviews all change order modification requests for amendments.

q  Attend construction review meetings as needed to assist with the review of private projects within District boundaries for conformance to District standards; and assist with review and updating of District specifications.

q  Administers warranty period after project completion

q  Work cooperatively with contractors to foresee potential liabilities, change orders and delays and resolve to the District’s benefit

q  Prepare reports for District management and Board of Directors

q  Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties

q  Perform other duties as assigned 

Education and Experience

Bachelor's degree (B. S.) in Civil Engineering, Environmental Engineering, Mechanical Engineering, Construction Management or related field; a minimum of five years related experience which includes water/wastewater treatment plant construction and/or project management experience; experience with wastewater collection systems, new and rehabilitated pipelines, pump stations, water distribution and storage systems, including booster stations, storage tanks and associated facilities, or equivalent combination of education and experience.

RESPONSIBLE TO:   MAINTENANCE SUPERENTINDENT.

BASIC FUNCTION:  Under general supervision of the Maintenance Superintendent, the Maintenance Tech 1 is responsible for routine/basic preventive, predictive and corrective maintenance at the wastewater plant, water plant, field equipment and building and ground maintenance of all district facilities.  The first priority is the safe and continuous operation of the Arapahoe County Water and Wastewater Authority’s physical facilities. 

ESSENTIAL FUNCTIONS

2.  Learns safe and proper usage of all hand and power tools.                

3.  Performs all types of  Building and Grounds Maintenance at District facilities.

4. Observe, inspect and survey physical facilities and insure security.

5.  Provides customer service when required and responds to complaints in a timely manner.

6. Lift 100 lbs safely.

Announcement: The South Adams County Water & Sanitation District (SACWSD), dedicated to providing affordable and sustainable water resources to its customers, is seeking an individual at its Wastewater Treatment Plant for the position of Industrial Pretreatment Technician.

The technician visits the District’s industrial users and gathers field information necessary for the implementation of the Industrial Pretreatment Program including commercial facility inspections, education of discharge regulations and permitting requirements, surveys, sampling and reporting to ensure compliance with District, state and federal regulations.  The technician also prepares and issues letters of violation and corrective correspondence in additional to providing follow up to customers in accordance to guidelines.   

Qualified candidates should have a Bachelor’s degree or equivalent combination of education and experience. Physical, biological, or environmental studies desirable.  A valid, current Colorado Driver’s License, with clean MVR is required.

Prior inspections experience a plus.  Flow monitoring experience helpful.

Clifton Sanitation District is seeking to fill a new Wastewater Operator position. The position will include operation and maintenance of 2.5 MGD activated sludge wastewater treatment facility. Duties include the operation and maintenance of the wastewater collection system, treatment facilities and lift stations.

Supervises & works with crew in using Jet Vac Trucks, Camera truck as well as easement jetting equipment. Included but not limited to, UNCC Locates, Grease traps inspections and Tap inspections.  Work along with District staff and District engineers. 

Job Requirements: Must possess Level 3 certification Level 4 preferred in Wastewater Collections, Level 2 or 3 in Water Distribution. Must possess and maintain a valid CDL license, clean MVR. Must be able demonstrate results regarding the amount of work produced or effectiveness in meeting deadlines, schedules and project. Understand customer needs, operations of mechanical equipment, operation of a computer and associated software as required by the position.

Senior Project Engineer/ Project Manager

  • 7+ years Water & Wastewater treatment design experience for small to medium municipalities & special districts.
  • P.E. License required.
  • Experience in COLORADO required, including hydraulics, process design, cost estimates, construction documents and specification preparation.
  • Project Management Experience.
  • Knowledge of state regulations & design standards for water & wastewater design and permitting.
  • Strong written and verbal skills with client contact experience.
